The project in Vietnam involves four MCTs, two in the Central Highlands province of Dak Lak and two in northern Ha Bac province. These provinces were selected for their geographical conditions and income levels. Services provided by MCTs include educational services and telehealth services.the project is supported by ITU and the SwedishInternational Development Agency.

Four teams conversant with application focusing on telehealth, small and medium-sized enterprises, agriculture and rural development have been established by the relevant ministries to collaborate on the MCT project that complements another project that Vietnam has undertaken to reduce the gap between rural and urban areas.
This is the Telecommunications and Post Cultural Points for Communes (TPCPC) programme, which began in 1998 and aims to bring access to basic Telecommunications and postal services to every commune. The project plans to increase the total communes served to 9,000 by 2005.
